EDIT: I have since improved the 8-4 by 7 frames, and am gonna work on more time saves before uploading another TAS.
Title is RTA timing, TAS timing is 4:41.520
Improves previous TAS by about 1.1 seconds, not sure exactly where time saves come from, but probably 2-3 framerule saves and a better 8-4. the 8-4 is definitely improvable, and i have to slow down a frame in wall jump room to avoid getting cheeped. Turn around room inputs are happylees. A couple of the levels are definitely improvable by a couple frames, I have no idea how far any of the levels are from the next framerule. sorry for having 0 entertainment added in the TAS, I just whipped this out real quick in like an hour while the TAS WR was free.

The floor clip with the beetle might be doable in 0xA by bouncing on a bullet then the beetle then clipping in the floor, and there are definitely some time saves, but other than that, this is pretty good I think. Also wish i would have dont this on vanilla SMB2J, but i didnt want to redo all the rng stuff so eh pellsson rom is good enough I guess.
