NASA’s Artemis programme has helped shift the conversation from getting to the Moon to staying there. If missions are to last longer, happen more often and support more complex surface operations, the Moon will need infrastructure: power, communications, transport, shelters and systems for moving people, cargo and data. Who is going to build that infrastructure, who will pay for it, and which parts will be led by governments rather than by industry? As public, commercial and strategic ambitions begin to overlap, can the Moon become a place that is operated, not just visited?
