The tactical spear came with the release of Death Road to Canada. Meanwhile, the Steel pike is a brand-new addition as part of the latest RETINA update. It's meant to function as an upgrade for those who like the tactical spear, and want a little more oomph to their hits.
One thing worth noting is that although the Steel Pike can only hit a maximum of 2 zombies, a "Duelist" character can actually hit 3 with this weapon, as their tipper ability actually grants a small AOE bonus as well. I didn't know about this until I consulted with Sycamore about my discovery. (Thank you as always!)
