The offline button is within Widescreen cheats so only "Widescreen patches" need to be enabled.

The fixes should be available in future dev-builds of PCSX2 but if you are using older version:
Config - Emulation Settings...
Untick "Preset" button
Under "Game Fixes" tab, tick "Enable manual game fixes"
Tick "EE timing hack" and choose "Apply" at the bottom right and then "OK"
System/PCSX2 - Untick "Automatic Gamefixes"
