Nice little effect i accidently found out xD
1.Get 3 layers
1st:Main image
2nd:Image that will be masked/Cokie cuttered into rectangle
3rd:Flag
2.Mask the image on the 2nd layer to the rectangular shape
3.Go to compositioning mode(green box thingy) and put 3rd layer to "Hard Light"&lower transparency in flag of choice
4:Start doing what i do above with masking&positioning(dirrection can even be left-right not just up-down xD)and make sure flags are fullscrrened too owo

If you have New Blue
5:Go to Active camera//Dirt Road and put it on the image(s) on your 1st layer
