Sorta Reqest by me0here0me0here as she wanted to know how to do this effect:
Basic needs:
Newblueis needed on this effect
New Blue Motion Blur//Bad Vission
Pan/Crop

1.Adjust a few keyframes (usually keep it at 2-3) when you move them keep them sorta close to eachother but not very far appart depends on the beat you are editing
2.Now use motion blur onto it and use 3 simple keyframes as:
1.:0% 2,90-100%(to show the blur best) 3.0%
-note-
Id recomend when you are using the motion blur BEFORE you keyfram make sure you have "Use original picture for edges" un-checked

also this same effect can work on text also

at the end i used the newblue transision "flip" which was optional there xD
