On September 27, 2018, Ombudsman Paul Dubé released his report "Suspended State", an investigation into the Ministry of Transportation’s communications, record-keeping and customer service, all of which have resulted in too many people unwittingly driving with invalid licences.
In the report, the Ombudsman makes 42 recommendations, most of which the Ministry has begun to address. For example, it committed to reviewing the wording and formatting of its notices to drivers, improving its tracking of driver addresses and returned mail, exploring digital tools such as an online portal for driver information, and making its existing online licence status checker tool free of charge.

Le 27 septembre 2018, l'Ombudsman a publié son rapport "En État de Suspension", une enquête sur la manière dont le Ministère des Transports avise les conducteurs quand leur permis a été suspendu en raison d’amendes impayées, qui fait qu’un trop grand nombre de personnes conduisent sans le savoir avec un permis non valide.
Dans le rapport, l'Ombudsman a fait 42 recommandations. Le Ministère a entrepris de mettre en œuvre la plupart d'entre elles. Ainsi, il s’est engagé à revoir le libellé et le format de ses avis aux conducteurs, à améliorer le suivi des adresses des conducteurs et de leurs retours de courrier, à explorer des outils numériques comme un portail d’information en ligne pour les conducteurs et à rendre gratuit son outil de vérification en ligne du statut des permis de conduire.
