President Donald Trump scored a major legal victory as the Supreme Court allowed construction to continue on his $400 million White House ballroom and military complex.

Scripps News senior White House correspondent Haley Bull explains the ruling, which paused a lower court order that would have halted above-ground construction. Court filings show the project has expanded beyond a ballroom to include military structures, medical facilities, a drone port and facilities extending five stories underground.

The administration says the project is about 65% complete and argues the additional security infrastructure is necessary to protect the president. The National Trust for Historic Preservation has challenged the project, arguing that the White House needed congressional authorization for the renovations.
