it's possible to get hit 1 frame earlier with a really fast start and by being about 1m further left than on this run. that's how i got .38 with savestates and was intending to do that for this untie, but i ended up getting a mickeymouse10xx frame save with the .36 hit. watch it frame by frame at 60fps to see. .40 is probably possible and would be the limit imo.
