In the Virtual Console versions and rereleases of Super Mario Bros. 3, all the flashing effects are greatly reduced, changed and/or removed. Here's a video showing how all of the most common flashing effects compare, in order of:

Original NES
Wii Virtual Console (Wii U VC is identical, but with blurry bilinear scaling)
NES Classic / Nintendo Switch Online
Original SNES
All-Stars Wii Version (about the same as Nintendo Switch Online)
GBA Version

If you want to see all the changes more clearly, slow the video down to the slowest speed and check it out!

The 3DS VC version is effectively the same as the Wii U VC version, but it isn't overly blurry and it is far less dark.

Additionally, the GBA NSO version cuts the amount of animation frames for the flash down to about half, causing it to end more quickly, but the effect is essentially retained.
