[Update: This particular run is already obsoleted since 2 frames have been saved on the movement from the wallkick to the star, so the new time is 12.83. I kinda forgot to optimize that at all :) ]

After analyzing @Krithalith's brute forced TAS of this strategy, I noticed that Mario was only missing around 4 - 6 or so units to land on the star platform without needing to ledge grab it when holding the A button for the entire ascent of the wallkick.
Since Krithalith brute forced for maximum horizontal speed on the double jump, it was unlikely that achieving the additional speed needed to get the double jump just this tiny bit higher would be possible with the same strategy, so I had to get creative.
With a longjump at the start instead of a dive off the edge I managed to get sufficient speed to pull this strategy off. This sacrifices 8 frames, and another frame is lost just before the double jump to due inconvenient spacing of the slope Mario speedkicks on (this frame might be savable), but skipping the ledge grab saves enough frames to be worth it after all.
