Steve is sent to Saigon - "Inscrutable City of Intrigue" - to investigate three sunken ships which were carrying US rehabilitation supplies and which have disappeared over the two past two weeks. He soon finds trouble with a femme fatale, Vietnamese Casino thugs, and stolen gold.
