I recently got ahold of a mod by @pepodmc that somewhat allows you to change the Retro OST to whatever you see fit. Like any program, it has it's limitations, but I feel it is the first steps in the right direction. I did an initial stream on Twitch using the base mod with the music already placed by pepodmc and this video is the 2nd stream where I placed in my own tracks.
The Stage music is controlled by the numeric keys 1-0(and two others) and the Boss music by F1-F12 but this causes some problems from what I found. For one thing, those "two others" keys? One of them is the ' key which is right next to the Enter key and I only found that one after frantically pressing every button I could find. The last key which would activate the music for Stage 12 is non-existent for anyone who doesn't have a keyboard with the ¿ key. So you'll have to manually play the music every time you get to Stage 12 unfortunately unless pepodmc or someone else updates/makes a mod that works with the - and = keys.
As for the Boss music, the 2nd and 3rd bosses have to share the same music due to F2 not being utilized. The reason given was that F2 is used to skip cutscenes... but I believe that F2 could still be used anyway. You go into Commissioner's office, you start the music with F2, you end the battle and press Backspace to end music. No cutscenes are involved so no reason to not give Commissioner and Nora their own separate music.
Anyway, you can find the mod on @pepodmc channel or just type in "Streets of Rage 4 Music Mod" and find the vid with the thumbnail of Nora. Maybe this will give it more exposure, maybe there will be updates to the mod, maybe people out there will make more remixes of SOR tracks. Who knows. Here is a list of tracks used.
