Run the ROM in an emulator and set the region to Japan.
Watch the ending.
The numbers in the ending message indicate the location of the item.
View it with a binary editor.
Look the numbers again.

This serves as a hint.These numbers represent the starting addresses of the data. Starting from here, search for FF FF FF FF, and the section up to the FF before it constitutes one segment.
In other words
32C090-35E11F
30C6D0-31824F
318910-319350
Extract each range, concatenate them, then unzip with 7zip...
And voilà, you get the original Snes Hong Kong 97 ROM.
Since this is tedious, I've prepared an executable file (for Windows) that automates this process.
Download SOR2HK97RIPPER.zip from the link in the description and extract it to a convenient location.
Simply place the Streets of Rage 2 Hong Kong 97 ROM into the extracted folder and run go.bat.
This will create a file named HK97.7z.
After extracting it with 7zip, you can use it with an emulator.
