Message from the Chief
On behalf of the men and women of the Orange City Police Department, I welcome you to our website. It is a distinct honor for me to serve the City of Orange City as your Chief of Police. The mission of the Orange City Police Department is to reduce crime and to protect and serve all citizens with professionalism, honor, integrity and respect. My role in realizing this mission is to serve as a leader that exemplifies the moral principles and professional excellence I swore to uphold when I became a police officer more than 37 years ago.

As Chief of Police I am committed that our community receives the best law enforcement services possible. We will strive to maintain a high level of competency, a resilient commitment to quality service and a sense that we can always evolve and provide better service tomorrow, than we did yesterday.

Through our website, our annual report and our social media platforms, we strive for proficiency, transparency and accountability at all levels. We are proud of our history and our tradition of excellence. We are dedicated to the philosophy of community policing and know that building strong relationships leads to a higher quality of life for all citizens. We will continue to foster the relationships we have established and build new ones, where officers and citizens can work together collectively.

Please do not hesitate to reach out to any member of our Police Department if you feel that we may be of assistance. I value your concerns, comments and input and I am grateful to our citizens and community partners. Service to our community is truly at the heart of everything we do.


The City Manager’s responsibilities include:

Managing the City’s business and carrying out the Council’s plans and orders by coordinating the work of all the City’s departments and employees.
Enforcing City laws and applying Council policies.
Expending funds as authorized by the City Council in the budget.
Making recommendations to the Council on legislation, financial programs, capital improvements, policies, employment, services and other matters as requested.
Keeping the Council informed of the city’s business and financial condition.

1st Amendment to the Constitution

The right to petition government for redress of grievances is the right to make a complaint to, or seek the assistance of, one's government, without fear of punishment or reprisals.

Chapter 112, Part III of the Florida Statutes, "Code of Ethics for Public Officers, and Employees." Which states in part in : 112.311 (3) "It is likewise essential that the people be free to seek redress of their grievances and express their opinions to all government officials on current issues and past or pending legislative and executive actions at every level of government. In order to preserve and maintain the integrity of the governmental process, it is necessary that the identity, expenditures, and activities of those persons who regularly engage in efforts to persuade public officials to take specific actions, either by direct communication with such officials or by solicitation of others to engage in such efforts, be regularly disclosed to the people."
