The VAST MAJORITY of viewers on Twitch do not chat (70%\~ of the audience is lurkers) and out of the 30% ish that does chat, the majority of those will only post a couple messages or emotes a stream.
This is observable in literally every channel you want if you're dedicated enough and will log every user that talk, and how many times they do.
If Twitch really did stop counting "lurkers" we would see a drop of 70%+ of their avg total platform ccv, not a 5 to 10% drop like what happened when they took measures against viewbots in august.

And right after the end of the clip, her ccv drops from 964 to 924, then 919 while her chat was still spamming just as hard (as they were reacting to the change) disproving her whole argument.
On top of that as you can see in the clip, the "pre-roll-off" timer is at 59:39, meaning she played ads 21 seconds before the clip started. and there's been a documented effect of ads playing reducing the ccv for a couple minutes for over a year now (some people will refresh their browser to try and dodge the ad, others will leave the stream, some adblocks might play a part there too etc). So this is also what's happening in that clip, and not the "viewbot" update from august.
