"Elemental Damage" is simply smaller numerically than almost any other affix you can craft. By the time that Elemental Damage is techincally "best", you'll want to consider Unique Items, LP Unique Items, or even Attributes like Strength or Intelligence (which hopefully scale other portions of your character).
