EDIT: Thanks to cyrusol for alerting me to the following. First of all, I was incorrect to say that Ring Worlds were buffed! If anything, they were slightly nerfed with their jobs being halved and the amount you can build being doubled. Now, the arcane generator only applies to the first district, meaning less value from it. Also, I mean to say Job Upkeep at 19:00! Although I think about the idea presented more about minerals being upkeep, I am unsure about myself now... Personally I disagree with the recent buff to technician output, I still believe the upkeep should be a little higher :)
Tech Rush has gotten not only better but more viable for specific builds. Economic rework not only makes Civilian Good more accessible but buildings slots being unlocked through city districts prevent runaway leads...That is unless you have certain planets and celestial bodies which don't have this requirement.
Machine Empires are now able to Tech Rush at astonishing rates. Unable to make consumer goods, they use energy as their researcher upkeep. In combination with the Shattered Ring and Resource Consolidation starting the game at Ring Worlds and Machine Worlds respectively, with all building slots unlocked, it is now possible to reach crazy research heights very quickly with a low penalty given good organization.
If you are planning on playing a Multiplayer game, watch out for these! I recon Paradox may have to do something about these changes...
