Brian Mason with Houston's Office of Emergency Management says the city has staged barricades across flood-prone underpasses and lowered Lake Houston one foot below full pool to help absorb runoff from the Kingwood area as Tropical Storm Edouard moves through. His message to residents: unless you really need to be somewhere tonight, stay home — ponded and flooded roads are hard to see in the dark.
