Tempest is a very versatile Kiter and profited from the recent buffs in Alac duration. It is now not as tight to play as before when kiting, which improves the useability by quite a bit. Dagger/Warhorn instead of Staff is just as viable. Both weapons are fairly comparable in many aspects. Notably: Staff has easier access to Frost Aura (Water 4) and more Stability (Earth 3), the latter is probably the biggest incentive to use it in HT CM. Warhorn on the other hand has boon extension (Earth 4) and good burst pushing power (Air 5). But in the end, (it doesn't even matter..) it's more or less a personal preference choice for HT CM (as long as you don't need the additional Stability).
