Another 3 frames saved compared to Freezard's 6.28. He discovered that with some pixel perfect positioning, it's possible to get the lower hitbox of Doc's up-B on frame 5 which has much higher base knockback than the "regular" hit. By using this hitbox, it's possible to hit 4 a frame earlier, which previously would cause 5 to get hit by a "bad" hitbox. This good hitbox is also used on frame 10.
