Diminishing returns present in this perk in the primary slot
for some reason there are caps on strength, where adding more strength perks don't do anything, so I was curious on this one.
I assume its the same idea when using Swim Speed Up, but I may test

3lapping this course is terrible. 1st lap was eh, 2nd lap was rly bad, but 3rd was godlike. 1:23 is possible, but will take a lot of grinding")
