Shubin reputation is required to get access to the Rockbreaker sandbox activity in Nyx, patch 4.7.

You don't have to mine or salvage in order to progress your reputation in the corresponding missions. In fact I advise against it because 50% of the collection missions become bugged. However, you would still want reputation for the future even if you waste UEC obtaining it.
