Quistis does need to use one laser whip which has a faster animation than her ex. Rem should not have ifrits init passive so that Rinoa acts before her with Shiva summon giving her blessing. Rest of the run is straightforward. If you accidentally use an Angelo cannon, you can spam angel wing to use her ex. It's slower but not too bad.
