There were speeches in the history of the European Union that have made Europe the way it is today.
In early 2016, Europe was being challenged by terrorist attacks in its cities, the hosting of refugees fleeing the war in Syria, the Eurozone crisis, Russia's invasion of Crimea, the prospect of Brexit and the need to face the digital revolution.
Against this backdrop, the European Parliament invited Estonian President Toomas Hendrik Ilves to share his perspective.
A son of refugees, IT-savvy, and a former diplomat and Member of the European Parliament, he called on Europeans to reject 'the basest of our instincts' and 'put forward the best of us'.

The European Parliaments new Rules of Procedure entered into force on 16 July 2024 ā the first day of Parliaments 10th term. The Parliament 2024 reforms sought primarily to streamline legislative procedures, enhance budgetary control and improve scrutiny of the Commission. The reforms also affect plenary, with new speaking-time attribution rules and the creation of a new plenary debate format.

The EUs priorities for the 5-year institutional cycle are outlined in the European Councils Strategic Agenda. Subsequently, the European Commission sets its priorities in the presidents political guidelines, which are a first step in operationalising the EU priorities outlined in the Strategic Agenda. These priorities will then be translated into concrete initiatives included in the Commissions annual work programmes, before being submitted to the European Parliament and the Council of the EU in the form of legislative (and non-legislative) proposals. This briefing outlines the main policy priorities for the EU in the coming years, and analyses the differences inviews of the European Council and the European Commission.

After declining ever since the first European direct elections in 1979, electoral turn out increased in the 2019 elections to reach 50.6 % largely due to youth participation (according to a post-election Eurobarometer survey).
Echoing the 2019 motto This time Im voting, the 2024 one might be: I did it again! The 2024 European elections could be a turning point for youth engagement for several reasons.
