Here's a Speak-O-Phone Personal Message Record From The Top of The Empire State Building New York estimated to have been recorded in 1958 by the clues given in the recording.
Here's some notes supplied by David Rule a Cornish collector of rare records who kindly sent me the audio file.
t's a Speak-O-Phone recording . A little plastic disc with a double crack in the surface, certainly caused in manufacture. Caution - Inflammable! it says on the label!! Well well, it's survived until now at least.
I can't make out the name of the film - was it a film? - that could possibly put a date on it. If I had to guess, I'd say late 50s, on account of the option of 45 or 78. (45 would have given him more than 1 minute, surely!! but he couldn't think of anything to say after all.) He gives an exact date but which year - and it had been snowing - a snow storm but only 6 inches. Intriguing!
