In Dragon Ball Z: Budokai 3 and Dragon Ball Z: Tenkaichi 2, players actually had modes that allowed more freedom beyond just pure fighting. Especially in Tenkaichi 2, you could explore the Dragon Ball world, move between locations, and experience a more adventure-like structure alongside battles. Budokai 3 also offered a world map progression system that gave a sense of journey between fights.
