I found a fix for the preview lag issue in Sony Vegas 12 & 13 when editing GoPro Hero 4 and other high bitrate files.

DLL Location:
C:\Program Files\Sony\Vegas Pro 13.0\FileIO Plug-Ins\compoundplug

DLL Name:
mc_dec_avc.dll

New File: dl.dropboxusercontent.com/u/39278380/mc_dec_avc.dll

Replace the dll in the above location with the new file.
