All that you need to do is play as Sonic or Knuckles (because Tails doesn't jump while his victory pose), place a goal post near by bubbler, wait for a large bubble, and go through the goal post. If you are lucky, you'll get the large bubble and character will be jumping until the act is over.
And yes, I know that something is wrong with audio.
