When playing as Knuckles, you're usually confined to the area with the light panel puzzle. However, if you manage to get outside this area through cheats or glitches you can find that Sonic's part of the level actually has objects. (If you're wondering, I entered the level as Sonic, froze the player's postion and then entered as Knuckles so he'd be at Sonic's starting point)
The objects in Sonic's section seem to be from an earlier version of the level, as some objects that don't normally appear show up and others are missing or in different places, especially in the mirror room.
Interestingly, objects such as the Boa Boas also exist in the AutoDemo version of the stage judging by the objects video I made a few years ago. Granted, That video does have a few mistakes in it but I'm positive the Boa Boas are correct at least.
