There were 13 DLC packs released for Sonic Adventure via VMU downloads. (Not counting Menu themes). Loading a memory card that had the DLC on it would cause the game to change slightly - mostly adding things to Station Square.
This is part of a promotion for QUO cards that could be used in various stores, hotels etc. in Japan.
The man on the cards - Hidekazu Yukawa - was a well known SEGA Managing Director during the Dreamcast era and had the nickname "Mr. SEGA". For more info about him, look here:

As this DLC came out before the English game did, it's entirely in Japanese.
