Update 17/06/2023: God, this looks awful. What was I thinking? I'm cancelling this until further notice as it just doesn't fit in well with the rest of the SA2 art style. Sorry if I've disappointed anyone.
For the past few days I've been playing around with some of the textures in SA2 and it turns out the game actually supports high resolution textures. The first one I made was Sonic's - it actually looks pretty decent but the shoes are upscaled and so aren't really a HD remake, but his textures look a lot cleaner than those found in the original. The chao garden is fairly complete apart from the trees and the sky, among other things.
Depending on if I can be bothered completing the textures I might post them for download. It might be possible for me to overhaul the whole game, would it would probably take a very long game. Why SEGA didn't bother to update any of the textures is a mystery.
NOTE: The reason the graphics in the game look so good is because I am using Reshade Effect Injector to add AO along with several other graphic effects. I highly recommend it: reshade.me
