This challenge is similar to the Broken Dpad challenge in the Classic and Neo era Sonic games. Due to Advance 3 being more complex for moveset, partners, and level design there are some major changes
The first some bigger leeway due to how large (and cheap) the level is. With Tails as a partner, you can have 3 chances to turn left/right using the air copter command. However the distance traveled cannot exceed 1.5 if the character's width, otherwise you use more tries. Note simply going vertically doesn't use a chance
There's 1 level this challenge is impossible on even with chances, but it won't be a factor until later
