Here are my attempts at this shot. I used the rifle which can be found at the top of the cathedral, above the meeting room.
The shot from the gardens behind and below the Spy School (same distance) is a little easier I found - possibly because there is less elevation difference.
I also don't understand the target box that sometimes appears when aiming, even on authentic, seems like a bug.
It also seems that 1937m is the physical limit the game will allow for a shot - certainly on this map. Beyond that there will be no indication as to where the bullet will land.
There are locations down on the beach near the exfil where it should be possible to get the target from beyond 2km. If you look at the target through your binoculars or scope from there though, nothing will be rendered in the target area.
