All you gotta do is land on the first pixel of the pillar without holding B, then when mario is falling repress B. Doing that should give D50 (1 and 9 flashing under the L in RULE). 2nd pixel is 5 and D flashing. The only real problem with this is that you can't really do D50 stair inputs (because that gives D30), only D70 stair inputs (it gives D50). So if you get D70 a lot then this could work for you. I've gotten this a few times full level but it could be different for other people.

One more thing about this is that when I found this setup, I would occasionally get B and 3 flashing (under the L in RULE). I found out that there are a few frames that if you jump on them, and land on the first pixel it will be B and 3 instead of 1 and 9 because you fall off the pillar a frame later. But if you fall off the bullet launcher like I did in this video there are 6 frames in a row where you don't get B and 3 flashing. so do that LilZ
