There is two designs showcased in this video, a 1 wide design being 6x5 with plenty of options for input and output locations. Using the top you can program it to count anywhere from 1 to 576, if you need longer, taking an output from one of the torches can set to 1 to 1152 but only even numbers.

The other design is 3x2x4=24 blocks making it the smallest counter period!

Both only takes 12 game ticks to reset, regardless of how big of a number you want to count.
