Of course, your video will be at lower quality, but usually you will not see big difference. If you still slow video buffering, consider changing your provider or upgrading your network speed. For normal youtube playback it's enough around 4mb/s. So if you have family of 4 and you don't want slow video buffering, you will need 20mb/s internet connection.
