UPDATE:
Steam has completely removed the Paid Modding system for Skyrim! - http://steamcommunity.com/games/SteamWorkshop/announcements/detail/208632365253244218
They are offering full refunds for all purchases and admit they've "done this because it's clear [they] didn't understand exactly what [they] were doing."
Maybe it's just the pessimist in us, but there's some concern because of the wording of the second last paragraph:
"We understand our own game's communities pretty well, but stepping into an established, years old modding community in Skyrim was probably not the right place to start iterating. We think this made us miss the mark pretty badly, even though we believe there's a useful feature somewhere here. "
The potential issue is that if they think the system failed because Skyrims modding scene is older and well established, then maybe they think system will work on clean slate. So people are concerned for future Fallout/TES games.
