Hold Z and slide off the ledge, then press C-up just before landing in the water. Use the fairy camera to swim through the wall.
0:13 Stay close to the wall so you don't accidentally load another area. Do not dive and press A or you may surface immediately and jump. Also, don't press C-up - if you need to look around, use the fairy camera; otherwise the fake water will disappear and you don't have enough height to keep the gun when you walk back into the water.
0:17 Leave the water when the surface is high enough to dive. Then press Z, hold down until you're looking all the way up, and press C-up twice. If you surface just before pressing C-up, you will still be skewed but the camera angle will change - be prepared for this.
