The incident is under investigation by the FBI and state authorities. The ICE personnel were not equipped with body cameras, members of Maine’s congressional delegation said.

ICE enforcement and removal officers appeared to be looking for someone else. Still, ICE officers tried to stop his car as it departed an apartment building. “The vehicle attempted to flee the scene and fearing for public safety an officer discharged his weapon,” an ICE spokesperson said.

Friends in Maine and Colombia said he made the journey to the U.S. in hopes of building a better life for his then-infant daughter.

On Tuesday night, a few dozen relatives and neighbors gathered at the family’s home in Colombia to pray the rosary, holding white candles as they sang the Hail Mary.
