In The Sims 1, if your Sim's relationship is high enough with an opposite-sex Sim, you can pop the question with them. However, if their mood isn't good enough, or the relationship is too low, the other Sim will reject your Sim's engagement ring and will state why. Similar reasons will be given for failed "Move-In" interactions with same-sex Sims couples.
