If you KO all the UNATCO troopers before transmitting the NSF signal, Simons' line will be somewhat different. I think it's also different if you kill the troopers instead of incapacitating them (though I'm pretty sure I killed at least one guy with a barrel explosion here, maybe it didn't count?)
