There is a way to screw with Curtis in the junkyard building, so that he will react to your presence and you can make him run around. Info below.
It's very easy to do this trick. After meeting with Curtis, run all the way back to the Shepherd back yard. Then, turn right around and run all the way back to Curtis.
Curtis will be standing up, his body clipping into the folding chair.
And whenever you fire your gun, Curtis will run to wherever you were standing when the gun was fired.
This can be used to screw with the extra dialogue scene. You can position Curtis somewhere else and, when you trigger the dialogue, Curtis will sit down wherever you put him.
Interestingly, if you move Curtis and then leave the junkyard and come back, he'll still be where you left him.
I believe what's happening here is that Curtis has some of his AI programming for the chainsaw fight at the end of the game, so that he is aware of your presence but can't actually fight you yet. His reacting to your fired gun is probably just part of the AI programming from that later fight.
As to why running to the backyard and then back to the junkyard makes Curtis do this?
"It's Homecoming"
That's always the answer.
