This is a brand new glitch/trick that is found at the beginning of Silent Hill 1, right after Harry first sees Cheryl. More information below.
After chasing Cheryl to the alley, turn back and go to the Finney Street intersection. Normally, the game will stop you from progressing and tell you to go back for Cheryl.
However, you can bypass this turnaround with a simple trick: open up the inventory menu at the same time the game is supposed to stop you. If timed correctly, the menu will replace the trigger. Once you exit out of the menu, you can go past the stop point and explore the town right away.
Or at least, what town there is.
1.) Everything on East Finney Street is loaded in except items/enemies. You can go to the crashed cruiser at the bridge, but there is nothing there.
2.) You can't enter the convenience store.
3.) Everything south of Finney street is unloaded except for the section of Matheson street directly south of Cheryl's alley.
If you manage to get to Matheson Street blind (since there is no map at this point) you'll see that the camera angle is still based on the angle from Cheryl's alley. This allows you to get a glimpse out of bounds at the north end of Matheson street.
The way I do this without a map is go to the middle of Bachman, then run straight for 21 seconds and stop. Then turn slightly to your right and then run for about 15 seconds. If done correctly, you will be in this loaded area.
Good luck navigating the town without any visual cues, though. Even with directions it is still stupidly easy to get lost.
If you can get like a gameshark code that gives you a map or whatever, that would be good. I'd like to know if anything is enterable (like the cafe or the basketball court) or if any items are present (like keys or papers). I would do this myself but I currently don't have a gameshark.
This trick also works on the west end of Finney street. That stop trigger can be skipped as well, but there is nothing to see on that half except...nothing.
