⚖️🌍 What if disaster prevention wasn’t optional — but the law?

UN Member States are exploring a legally binding instrument to better protect people before, during, and after disasters. At the heart of this discussion are the Draft Articles on the Protection of Persons in the Event of Disasters, developed by the International Law Commission.

These draft articles propose a major shift:
✔️ Making disaster risk reduction (DRR) a legal duty
✔️ Requiring action within each country’s resources and capacities
✔️ Strengthening protection while respecting national contexts

Non-binding frameworks like the Sendai Framework for Disaster Risk Reduction would continue to play a vital role — offering strategic guidance and reflecting the latest science and policy.

Some countries are already leading by example. Ecuador, Italy, and Tonga show how national laws can strengthen preparedness, reduce risk, and better protect people and communities.

📜 By elevating disaster risk reduction to a legal obligation, the world could take a decisive step toward preventing disasters before they happen — not just responding after the damage is done.
