U-Matic tape containing a recording of a press conference about the 1991 Shop Your Block campaign, followed by footage of the confirmation ceremony of Conrad Mallett, Jr.to the Michigan Supreme Court, held at the Detroit Institute of Arts.

The tape begins with the Detroit Merchants Association Shop Your Block campaign press conference. It opens with Deputy Mayor Fred Martin addressing those gathered about the campaign, from in front of a large "Support Detroit Merchants, Shop Your Block" banner. He mentions three phases to the year's campaign--the Mother's Day/Father's Day/graduation, back-to-school, and the holidays--as well as participating shopping areas--New Center, the Avenue of Fashion at Livernois Avenue and Seven Mile Road, the Bel Air Shopping Center at Eight Mile Road and Van Dyke, Virginia Park, the Marygrove Improvement Association centered around McNichols Road and Wyoming Avenue, Vernor/Springwells, Vernor/Junction, Mexicantown, the Tower Center at Grand River Avenue at Greenfield Road, and the Grandland Shopping Center at Grand River and Fenkell Avenue. He also talks about the city's investment of two-hundred thousand dollars into the campaign. The Deputy Mayor also explains two promotional activities which will coincide with the campaign--the Merchant Mania Sweepstakes, and the Freedom Pages directory of Detroit businesses.

Martin then cedes the podium to Darrell Garth of the Detroit Economic Growth Corporation. He speaks about his group's general role, as well as its involvement in the campaign. Next, Deputy Mayor Martin calls Ed Clark to speak on behalf of the National Bank of Detroit about their sponsorship of the campaign. He is followed by Steve Hegwood, the programming director of WJLB. Hegwood speaks briefly about his station's involvement. Martin then returns to the podium to talk about the scope of the campaign, and he explains a "positive circle" of results that will stem from the campaign. Martin then begins taking questions from the press. In response to the first question about the success of the campaign, he calls Wallace Jackson of the Community and Economic Development Department to the podium. In response to the second question, Wallace then discusses the Freedom Pages--a free listing of Detroit businesses, with an associated paid coupon option. He also talks about the campaign's hotline 963-SHOP. Martin closes the press conference by thanking the crowd on behalf of Mayor Young.

After a brief gap in the tape, the footage of Conrad Mallett, Jr.'s oath of office ceremony at the Detroit Institute of Arts begins. The footage is shot from a high vantage point by a hand-held camera. The footage begins with Mayor Coleman A. Young addressing an audience from behind a podium. Mallett sits with his family and several other justices to the left of the podium. Young notes that both Conrad Mallett, Jr., and his father have a long history of service to the city.

After a cut, a representative from Mallett's prior law firm, Jaffe, Snider, Raitt and Heue presents Mallett with a plaque. Another judge then introduces Judge Damon Keith to administer Mallett's oath of office. Afterward, Mallett dons his judicial robe, and reads a speech to the audience. In his speech, he thanks a list of his mentors, then following a cut in the recording, he reiterates that he is a public servant. The recording ends after his speech.

The video is on a 3M UCA-30 U-Matic tape with a handwritten 3M label on its top. The tape is housed in a black plastic latching case with a matching label on its cover.
