I decided to look into HIME's bounce strat performed in the any% TAS. I still don't fully understand why sometimes you get more or less momentum during skate jumps, but I have better guesses now.

Current guesses on keeping speed:
1. Once you start skating make sure every spin is canceled before a certain point to ensure your spin jumps maintain the correct speed.
2. Long jump without spinning removes the stored jump speed
3. (Possible placebo) backwards skate before the spin single jump improves the window

It could technically all be placebo and it is solely based on jumping out of spin on a certain frame window, but I do know that once you lose the speed you must start a new skate to get the speed back again.

For this demonstration, I decided not to figure out where to turn the camera to show the lines better. RTA it would be ideal to turn the camera for a short amount of time to have a faster backup if the skate triple doesn't get the correct momentum or you accidentally jump at the edge of the ice (causes a normal triple instead of skate triple).
