Shin Megami Tensei: Devil Survivor is a tactical role-playing game. The player can control up to four characters, each of whom can have a party of up to two demons. While support and healing abilities can be used on the field itself, whenever a player character or an enemy attacks another unit, battle switches to a first-person turn-based mode similar to that of a traditional RPG. Each character or monster from the battling units can take one turn before battle switches back to the tactical view. One additional turn can be acquired by different methods, such as exploiting the enemy's weakness. If a player character dies, the entire party is removed from play, even if one or more demons are not dead. If demons die, the remaining party members survive. Demons can be swapped for others in the player's inventory. There is no permadeath during battles, but certain characters, including those used by the player, can die depending on how the player allows the story to progress.
Outside of battles, players interact with different locations on the Tokyo map via a menu. They can participate in scenes and initiate dialogue, and choices strongly affect the nonlinear story. Demon fusion, a staple of the Megami Tensei series, is also present. Players can purchase demons from a "Devil Auction" or fuse two demons to a new and possibly, stronger one.
