Turns out there's a cheat code in Shantae Advance to enable its Debug Mode. Not sure exactly what it does besides the menu, free movement and money editing; as looking through AssetRipper's decompilation of it is a nightmare thanks to nearly everything being shoved into one huge Engine.cs file.
The menu definitely exists in the GBA version (as its documented on The Cutting Room Floor tcrf.net/Shantae_Advance:_Risky_Revolution#Debug_Menu via a CodeBreaker code), but I'm not sure if the cheat code, free fly or money editing does, as I don't have access to the GBA ROM.
