In PS2 NTSC version you could use the parachute to glide down to this plateau from the adjacent cliffs, however in the PS2 PAL and PS3 versions you didn't have enough forward momentum using the chute.

Since I don't have the chute yet I found another way up there ; ) There were void holes in previous versions so I made sure it was all solid with a couple of arrows. Nice little place to explore if you're interested.
